The IFAF Congress is the general assembly within the meaning of Articles 64 to 68 of the Swiss Civil Code. It is composed of the Members of the Organisation.

Congress provides an opportunity for the Membership to meet with the Board of Directors and the Secretariat to review progress made by the federation and to determine the priorities for the next year. It is also the place where elections are held for the IFAF Board.

Since 2022, to ensure the effective running of Congress and deliver independent procedural expertise IFAF has worked with Sport Law, Canada, to provide the services of a Parliamentarian and to oversee voting.
